Dubai
Municipality is regarded as one of the
largest establishments in Dubai in terms
of the number of people it employs,
the volume of services it provides to
the public and the projects it carries
out. Dubai Municipality is the major
driving force behind the development
process of the Dubai City as a whole.
The
Municipality was established in 1940s
with a total staff strength of three
persons who were operating from a single
room. However, it was in 1965 that Dubai
Municipality came into being officially.
The Municipality kept up its steady
growth since its inception and has now
become a large organisation with more
than 10,000 staff working in over 20
departments. In short, the municipality's
growth reflects the growth of the Dubai
City in general.
Dubai
Municipality's Vision
To
sustain the momentum of development
taking place in Dubai, the Municipality
has laid down a future vision for the
city taking into account the nature
of development in the modern era of
globalization. Personifying this vision,
the Municipality has also laid down
a number of objectives and the necessary
mechanism to put them into practice
by creating an effective administrative
set-up and introducing appropriate administrative
procedures that enjoy a great deal of
transparency. This helps its different
departments and sections to clearly
identify the end-results they are required
to achieve, with the cooperation of
each member of the public with whom
the municipality deals with.
Dubai's
future vision is characterized by the
constant improvement of the living standard
in Dubai and its living conditions ,
which is accomplished by striking a
dynamic balance between the city's population,
its resources and development objectives
on the one hand and its environment
systems on the other. To achieve its
vision and objectives, Dubai Municipality
has adopted sound development policies
and strategies that take into account
the most modern developments in the
fields of engineering, city beautification,
information technology, environment,
health, administration, transport and
basic infrastructure. This has deservedly
made the municipality to contribute
effectively to make the city one of
the most outstanding centres of industry,
trade, business and tourism in the Middle
East and the world as a whole. This
is apart from providing several distinctive
services to various segments of the
society.
Objectives
of Dubai Municipality
Commercial
Sector:
To provide sufficient commercial land
plots, allocate them and classify them
in a way that ensures high quality service
to investors in the Emirate of Dubai;
and develop administrative procedures,
studies, planning information and related
legislation with a high degree of transparency.
Industrial
Sector:
To provide sufficient industrial land
plots, allocate them and classify them
in a way that ensures high quality service
to investors in the Emirate of Dubai;
and develop administrative procedures,
studies, planning information and related
legislation with a high degree of transparency.
Tourism
Sector:
To provide sufficient land plots for
tourist activities, allocate them and
classify them in a way that ensures
high quality service to investors in
the Emirate of Dubai; and develop administrative
procedures, studies, planning information
and related legislation with a high
degree of transparency.
Infrastructure
Sector:
1.
To set up modern, safe, comfortable
and economically viable roads; continually
develop them; achieve a high degree
of safety in them; increase the capacity
of the Creek crossing mechanisms; and
pursue comprehensive technical systems.
2.
To provide the city with a safe drainage,
ground and storm water disposal network;
provide an irrigation network for the
city's green belt in public streets
and parks; provide fertilizers; set
up and maintain public parks; and increase
green areas in the emirate.

To protect the architectural heritage;
preserve the distinctive architectural
identity and modern environment of the
emirate; maintain public buildings and
roads; and provide housing services.

To protect environment and safeguard
public health by preventing spread of
communicable diseases; ensure a good
international standard for foodstuff
available in the emirate; and ensure
general and occupational safety in all
establishments of both the public and
private sectors.

To ensure the most ideal use of the
state-of-the-art technology in the field
of information and telecommunication
in developing the administration and
its constant improvement.
Cultural
Sector:
To provide advanced library services
using improved techniques in serving
the public.
Human
Resources Sector:
To Develop the human resources; increase
their efficiency; and continue to promote
them by laying down outstanding recruitment
and training policies and plans; introduce
recruitment, training and nationalization
programmes under an administrative framework
that encourages floating of new ideas
and innovative initiatives.
